Type MESSAGE_RegisterWindowMessageHandlers' hWnd as HWND

The ECX parameter is already named hWnd (the review of 685 asked for it) but is still typed uint32_t. It is the window handle: it is null-checked into a halt (00451e73 TEST ESI,ESI), stays in ECX into MESSAGE_RegisterEventHandlerBatch, whose ECX is HWND hWnd (call at 00451e9d; ECX is not written between entry and the call), and is pushed as the window for Storm's SMsgPushRegisterState (00451ea2 PUSH ESI; 00451ea3 CALL). This types it HWND.
