The body is just MOV EAX,1 / RET. It is entry [0] of the COMCALLBACK dispatch table at 0x003ce678 (the table's first dword is 0x002d5853). The same table's no-op entry 0x002d6b90 is already named COMCALLBACK_ReturnFalse and typed BOOL __cdecl (uint32_t, uint32_t, char*, char*). This is its TRUE counterpart, so it gets the matching name and 4-arg callback prototype (the args are unused, named dwCbArg1/2 and szText1/2).
