Mac SOUND_IsSoundEffectsInitialized: int __cdecl (void)

The Mac body has no argument reads; it returns MOVZX EAX, byte [initialized flag] with a plain RET. The caller D2WIN_ToggleMusicOptions 0x0004b9ea calls it bare. Matches the Windows twin 0x00515060 (int (void)).
