Mac body is PUSH EBP; MOV EBP,ESP; POP EBP; RET: an empty packet handler. Windows twin ENV_Rcv0x54_NoOp 0x00473ca0 is void (char * pBytes); under __cdecl the caller cleans the stack, so the unused packet pointer stays in the prototype for parity with the other Rcv handlers.
